We have a lot of our customers asking if they can subscribe to announcements so they can get an email when a new one is posted. We use the announcements a lot for product releases, video series, and sharing company news from our teams.

Actually your request is directly related to email marketing. So there could be 2 ways to find out the solution:
to make integration with such kind of services (MailChimp e.g.);
or implement mass email notifications but not only for new announcements - users could get emails if they subscribe to specific topic or knowledge base category etc.
Nevertheless internal discussion will be organized at once we implement push notifications.

We would like to notify all users in this case, since they are part of this specific program and the sending is covered by our data protection policies. Can that be done without the user having to subscribe himself to RSS feed?

This seems to be a regular feature in many forums. People should be able to e.g. receive daily digests about new topics, or monitor sections of a forum. How would the user be triggered to visit a forum and participate on a discussion, if he does not know that something new was posted? He would have to visit the website daily, and that does not seem reasonable. That is maybe fine for a support forum, where people just want to look for information and solve their problem, but not for a community forum.
The current possibility of users subscribing to RSS Feeds is outdated for today´s standards. The majority of people do not know what RSS feeds are or even how to use then. Modern browsers, for instance, do not support them and users need to download and install external plug-ins in order to be able to read them. That is, if they had the patience to look for information on how to do it in the first place.
How can we generate movement in our forum, if cannot reach the customer´s inbox somehow? Of course, assuming our data protection policies are appropriate for that.
Is there any other user with the same problem around? If so, please be so kind to vote on this topic.

Good news. We've launched a new release with the Email Digest feature that allows your community visitors to track all your forum updates and get them via email on a daily basis.
The functionality is available in the Enterprise package.
