Add Light Agents with limited permissions

Is it possible optionally to deprive certain agents of the right to write public comments? We have 3rd level supporters who should never have direct contact with the customer. Therefore, I would allow internal notes here, but deny public comment.

We don't support it now, but in other systems it's defined as "light agents" with their special permissions. We would consider creating light agents support after 5.0 version. Possibly it would be included in roadmap in March-April
