Allow setting a default action for "Notes" or change default to "Notify"
The default action for Notes seems to be "Don't Notify" - the way we use them, we'd prefer that the default be to always Notify the currently subscribed Agents.
This could be a global option in the admin panel, or the default could be changed to Notify - good for us, but not sure if that's what other users would want.
Also, the format of the notification link/menu is a bit subtle. Perhaps it could be improved?
