How can I make sure the Satisfaction Survey email never goes out to any customers after their ticket is set to completed?

Just go to Administration - Satisfaction Survey and switch off this feature (Enable CSAT - No)
Also check Triggers in Administration - Automation on Status Updated event see if you have any actions to send Satisfaction survey.
