They would then be able to discuss ideas with one another and then submit it out in the open. However I think administrator should be able to see all private messages to make sure no one is being rude their customers.
To expand upon this idea further I think it should have an option to chat on a given subject with other users. Sort of an open discussion that can be enabled or disabled upon administrators choice. This chat option would be on a per basis depending on settings for a given ticket submitted in public.

We have decided that this feature would stay only within support agents. They can leave notes to each other and send private messages by using "Send Message" button within user profile.
Normal users still won't have that feature available until 5th release for sure.
