Is there a way to run a report that shows average votes per topic?

I'm looking to understand if there is a way to incorporate "gamification" and a rewards system around this. Is there a way to develop a report that shows "votes per topic" by user? So, if a user has posted 10 ideas and when you add up the votes for all 10 ideas there are 200 in total, then the average votes would be 20. Then, we could reward users that have the highest number of average votes. This would help drive good ideas that others buy into instead of just rewarding users based on most number of topics or rewarding users for most number of votes (both of which would be flawed approaches to rewarding users).
