Why do you need to add footer in embeddable widget? As we don't see the application for this?
Community is customized for it to look similar to your website and that makes sense, but widget is just an additional feature for customers to share feedback and submit tickets, so it shouldn't look like your website except that you can change colors, fonts and placement of elements with css and js.
Views could be applied only to community.

Widget has only required elements, so Submit button stands out. If you'll choose Full Screen mode for the widget, the submit button won't be so big, but implementing footer is not reasonable there.
