It would be nice to have the ability to change the wait time in the admin pannel.

We made it to restrict inappropriate system usage by bots, scripts or when someone wants to spam the system.
I think it's not reasonable to change that parameter to avoid system vulnerability. We'll get back to that idea, a bit later.
Perhaps the system would be more lenient with established posters and more critical of new users.
