Primarily UseResponse is a public community solution, but there is an option of using Private Objects with private categories, responses, comments and spoilers inside comments, so noone will see it unless they have See Private Objects in permissions under Role.
As of now there is no option to set the whole community for private but you can change it in the code as it goes open when you purchase it
Update: any community could be set private on Administration - Community Portal page

Basic idea was use the private feature for internal support and the rest is customer service later on. Will it work like this? So if we make one category private will completly unvisible for public?
Do you have a plan to implement category level permission by user? As we wanted to use two private category one for management and one for the whole company.

That makes sense, but we don't have distribution of permissions between categories. So if it's private, only Roles that have See Private can see it, but you can change the code to implement new roles in system with ability to provide access only to specific created categories. It can be done with the help of the module.
Though we have plans towards HelpDesk and ticketing system. Refer to this idea with Private Checkbox
