As far as I understand this key is for production. In old version of this page it was an ability to download development key (for custom domain i.e. localhost). Should we use production key now to launch UR locally?

Go to licenses page and download UseResponse 3.0.2 Beta from Additional Downloads, then follow instructions inside archive.
Regarding license file, you can apply your current license.key from 2.* version or you can get it on your licenses page as shown below:
