Is it possible to switch useresponse instance to read-only mode ?
could you please clarify your question? Do you mean specific user's permission only to read public content without the ability to leave feedback?

By read-only mode we mean disabling create/update operations for all users

The only option we can advise - you can enable the option when anonymous users wouldn't be able to create tickets and topics. These settings are available in Administration - System - Feedback and Help Desk. So any user without system login could only read public topics and knowledge base articles.
