Could you please clean /cache folder and let me know if it works?
Also - did you perform upgrade db script if you did manual upgrade?

Also, check if you uploaded all files in binary mode and perform files reupload as it seems that something is not uploaded correctly

You should go to yourinstallation/upgrade in browser after you upload files. Use more details in our Announcement about the rest

I reuploaded UR again in Binary mode, I entered to /upgrade and appeared this message "System is succesfully updated", but I'm still with the same problem.

We've added extra check that will be integrated in 2.3.1 release. It's related to only several environments.
