As i give the rigth manage reports to user ther is no bar to use it. Refresh, new login and clean cache dont work.

Agents bar is available if role has agent permission. So you need to give Agent role to the user and switch on Manage Reports.

This is a solution. Didn't want to give agent roles to users but this works too.
