How can a new posted problem be seted as "Known" if there is no other similar problem created? Is there any kind of "black list" with already known problems, but still without forum messages in the system?
"Known" is a default status text for newly created problem. There's no black list as separate feature, but you can browse such problems using "Browse Responses" page (/moderation/browse) while setting filter like that: Status -> Known and checking "Without Comments" + "No official answer" checkboxes.
