Hi Anna. Sure, but a new user who comes to the website has already entered what they were looking for in the search form...
so from usability perspective (i.e. making things super intuitive for the new visitor), it seems to make sense to grab what they already wrote, and begin their new post with that. that way they don't feel it was lost - and it seeds the question process...

This can be considered as usability issue. To enable search you have to click on the small search icon in the text area. See attached.
"New Response" button doesn't relate to the search here, and leads to the page where you add new response from scratch.
