I can sort topic categories no problem, same with articles, but for tickets... I cannot .

we've already added the option to sort requests by custom fields in the report.
Actually when you are talking about sorting of topic and article categories, don't you mean that you can group the objects by these parameters?
As at the moment you can also group your queues by ticket categories too (see attachment).

No I mean when a user creates a ticket, their category list is not sorted, see the 2nd screenshot where it shows 'submit ticket'.
In the 3rd screenshot that is how it looks when creating a topic.

thank you for clarification.
Topic categories are sorted exactly in the way you ordered them in Administration - Categories - Topics.
The same about custom ticket field - check the order of ticket categories by editing the field in Administration - Fields & Properties - Tickets.
You can reorder categories both for tickets and topics in the parts of administration area I pointed above.
