Mmmhh i've users that ask to follow a specific person how happen on Twitter for example or also in Google + where they receive on their stream or Time Line notify of activity because they think that those people are interesting.

Why do you need to follow user? If you need it for top contributor, it's easy to get them on people page in specific box
