feedback page - should it go to New response?

We have a problem with a feedback popup page (simple version). When I enter text into the search field and click enter or click the loop button it creates New Response. I am using Firefox version 14.0.1 on Windows 7. It works exactly the same way on your usereponse.com website so it is not the installation problem.

We don't use simple theme on our installation, though the normal behavior of the search area should be:

When you type the query to search and click on enter, it tries to find responses;
If no responses found, it will redirect you to New Response page with already filled in title that you entered.

Please confirm that you have the same or clarify in more details of the problem.

Yes it behaves exactly as you described. If it is intended that's ok but I find it a bit confusing. Thank you for your answer.
