Default footer loads only on home page
In UR 3.0.2 I have created my own theme, and have customized the footer. And that footer loads correctly on each page in the entire application, except for the home page. I had to modify /application/3.0.2/templates/layout/footer.phtml and make it the same as my custom theme so the home page footer displays properly.
Identified this bug and fixed it. Fix will be live in 3.1 release.
BTW, the problem was architectural, so also affected some other templates
