If we reload a page, or follow a link to a different page after having sent a chat message, the chat window reopens automatically in the new page, but the chat history (previous messages) disappears
But if you open a link in a separate tab, the chat still opens in that new tab (again, without history). Also, if users should not leave the page where the chat is, it should not open automatically in the same tab if the page is reloaded or another page is loaded, because that gives the user the impression that there is some persistence to the chat, which, as you say, isn't true.

Agree, but if user opened chat and walk from page to page, he should understand that he is still chatting with operator, that's why it's opened
