The categories on the home page of your community are not linked with the real categories as they are just custom tiles. Please go to Administration -> Interface -> Home Screen and change order of tiles widget elements.

Leo, please pay attention to the attached screenshots. The order on home page is similar to order on admin page. Most likely the confusion is because of tiles are ordered by vertical, not horizontal. But it is the specific of your custom theme.
