What exactly happens during a UR upgrade when admins have changed some strings in the translation? I assume that my changes are saved to custom/localization/de/dictionary.php and not overwritten upon upgrades. Is that correct?

Yes, you are correct. Custom translations are not overwritten on upgrade as they are located in custom folder that is not toughed on upgrade.
Though, if any english "key" is renamed, you would see it not translated - rare occasion but sometimes it can happen.
In the next release there would be added German, Spanish and French version by default.
