Allow field configuration per topic type

My company uses problems as a kind of bug report. We would like to add some required fields there related to bugs. However, there is no way to add required fields to one topic type without adding it to all of them.

For example, we would like to make the version number a requirement for bugs but there is no reason to have it at all for ideas.

It would make things much easier if fields could be customized per topic.
