I need banned users to be able to create tickets. Are they able to do this?
Now banned users can't submit tickets by email. This is done intentionally to avoid spam.

I don't want to prevent these users from sending emails but I DO want to prevent them from accessing our private community. Would they still be able to fill out the contact form on our website and get through to us?
If leads grow cold, we would like to remove their access to the private community but we don't want to completely prevent them from emailing us again in case they become interested in the future.

Thanks. All I really need is the opposite of "Activate" - "Deactivate".
What is you just deactivate user and he won't be able to access the private community, but he won't be banned, so he would be able to submit requests with contact form or email? As this how it works now.
